From First-of-Its-Kind to Industry Standard

In 1998, Guy DiMemmo founded VCS HR with the launch of the Police Officer Scheduling System (POSS), the very first computerized scheduling platform designed specifically for law enforcement. Built in collaboration with police departments, POSS addressed a clear gap: pen-and-paper methods could not keep up with the complexity of scheduling, compliance, and staffing requirements.

As departments adopted the system, new needs emerged. We responded by continuing to build, expanding capabilities, refining workflows, and ensuring that departments could assign the right personnel to the right roles at the right time. Today, POSS supports over 700 police departments nationwide and remains a cornerstone of our product suite.

Expanding Beyond Public Safety

Our early success in public safety laid the foundation for broader growth. We introduced solutions for fire departments, EMS organizations, and correctional facilities, each designed with the same level of precision and adaptability.

As demand grew beyond public safety, we expanded into a complete workforce management platform that supports public and private sector organizations. Our system now unifies scheduling, payroll, and HR within a single environment, helping organizations reduce inefficiencies and maintain visibility across their workforce.

The launch of Jobs4Blue further extended our capabilities, providing a streamlined approach to extra-duty job scheduling and billing that continues to be widely adopted. As of 2026, more than 4 million jobs have been scheduled through the service.
